Salary:

This role is typically filled with a starting salary of $39,832. Any offer made to an internal candidate will be subject to the standardized Promotion / Demotion policies.

About the Job:

The Indiana Department of Workforce Development (DWD) is the agency charged with administering the federal unemployment insurance (UI) benefits program a public assistance program. At a high level, the UI program is responsible for determining and assessing UI taxes on covered employers, for determining whether an individual is eligible for UI benefits, and for detecting, investigating, and preventing all sources of fraud within the program. In addition, the UI program must collect all wrongfully paid benefits and all delinquent UI taxes.
In the UI Fraud Investigator Supervisor position you will be a supervisor in the Benefit Payment Control Unit (BPC). This unit is responsible for the protection of the Unemployment Compensation Trust Fund through prevention, detection, adjudication, and collection of improperly paid unemployment benefits. You will report to the Manager of Benefit Payment Control and will be responsible for supervising the investigation of potential fraudulent receipt of unemployment compensation benefits. Investigations account for more than $10,000,000.00 in overpayments each year.

A Day in the Life:

The essential functions of this role are as follows:

  • Directly supervise Fraud Investigators who are stationed in the Northern Territory of Indiana. The Fraud Investigators are engaged in the investigation, adjudication, and prosecution of fraudulent UI benefit claims.
  • Review documentation submitted from internal sources such as Cross Match National and State New Hire, Adjudication staff, Appellate staff, Tax Audit staff and Quality Control staff observation, and external sources such as Employer Protests, Website Fraud Reports and Industry Surveys to determine if a fraud investigation should be set up and assigned for investigation.
  • Review and monitor all in process and completed cases of the Fraud Investigators under their supervision for quality. The supervisor will work with their fraud investigators to ensure that cases are completed within the Federal timeframe for collection of debts regarding UI overpayments, as well as to determine which cases should be presented to the DWD Legal department and county prosecutors for prosecution according to DWD current guidelines.
  • Analyze claims in UPLINK system to detect patterns associated with fraud and flags claims/groups of claims that appear fraudulent and reports to manager
  • Review claims to detect fictitious employers by researching businesses, reviewing wages and assuring accurate location of business. Large scale ID theft and fictitious employer accounts will be included in a monthly report to the DOL
  • Work with the fraud investigators to prepare for Administrative Law Hearings when a decision issued has been appealed. Exhibits, internal and external will be requested and presented to all parties involved in the hearing. Supervisors will ensure that DWD is represented in all hearings. All BPC appeals will be recorded and monitored regarding reversed or modified decisions.
  • Function as the coordinating contact with local, state, and federal agencies regarding UI information requests, as well as with regard to those agencies involvement in the investigation and the prosecution of UI fraud cases. This includes assisting government and law agencies with information regarding ongoing investigations including locating wages in and outside of Indiana.
  • Act as a subject matter expert for Prosecution Cases in municipal court and Bankruptcy Cases in Federal Court.
  • Responsible for assisting the BPC Manager in establishing Fraud Investigator performance standards and policies, to ensure their compliance with DWD and BPC goals.
  • Responsible for assisting the BPC Manager in writing and updating BPC Manual regarding Fraud Investigations and for creating and implementing work instructions for the Training Department.
  • Work with the UI Director and BPC Manager to assess and implement new fraud prevention methods as recommended by the NASWA and the DOL
  • Recommend potential changes to existing programs, policies, and operations which could have a positive impact upon total agency efficiency.
  • Conduct regular performance appraisals of the Fraud Investigators, pursuant to the schedule established by DWD Human Resources.
  • Cross train with the Cross Match Unit supervisor, and the BPC Fraud Analyst to employ critical thinking and successful strategies to ensure that all federal BPC standards are met or exceeded.

What You'll Need for Success:

  • A broad knowledge of the UI and Tax systems, and laws, and policies pertaining to each subject, is necessary
  • The employee must have a minimum of two (2) years of Fraud Investigation and one (1) year of adjudication experience, this includes the successful completion of the working test with the Department of Workforce Development.
  • Prefer that the employee have at least one (1) year of supervisory experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
