About the Family & Social Services Administration:

The Office of Early Childhood and Out-of-School Learning within the Family and Social Services Administration (FSSA) oversees early child care, education and out-of-school-time programs.
Our vision is that every Indiana community will have a strong network of Early Care and Education and Out-of-School Time programs that support the child, the family and local schools.
Programs will be high quality, affordable and accessible to enable families to work effectively to obtain economic self-sufficiency.

Salary:
The annual minimum starting salary for this position is $ 41,574.

About the Job:

The purpose of this position is to assist the Policy Director with designing a more effective early childhood system that is in alignment with the Child Care and Development Block Grant Act of 2014 and the Indiana CCDBG State Plan as well as to lead a team of professionals who work with a diverse set of both private and public sector health and human service agencies, including but not limited to the following:
state/local departments of developmental disabilities, workforce development.
special education, early childhood, early intervention, child welfare, juvenile justice, and youth services.

A Day in the Life:

The essential functions of this roles are as follows:

  • Lead State and Local strategic planning, systems development and coordinated service delivery for Early Care and Education quality improvement efforts in alignment with the federal Child Care and Development Block Grant.
  • Provide leadership to the Quality team on refining ECE Research best practices, including new and emergent trends in policy implementation as it relates to a coordinated approach to Early Childhood System delivery, and conclude activity with evidence based recommendations to the Policy Director.
  • Identifies Early Childhood quality improvement program needs and develops appropriate solutions or recommendations based on research and analytical study, and reports recommendations to the Policy Director;
  • Develop, oversee, and approve routinely updated, detailed work plans and tracking systems for contract compliance, including work planning, communication, and reporting of deliverables and outcome metrics for the Quality department.
  • Responsible for the oversight and delivery of aggregate monthly reports identifying progress toward all Quality goals on an ongoing basis.
    This data analysis will inform the CCDBG State Plan, as well as progress toward goals set in the Federal Report- QPR.
  • Oversee the federally required Quality and Infant Toddler set-aside budget of $26 Million, financial performance and reporting requirements of Quality grants and contracts.
  • Serve as a public facing member of OECOSL Leadership at both State and Federal meetings and events.
  • Participate on federal grant proposal writing teams, including writing and assisting with the coordination of submissions.
  • Manage projects as assigned, including making recommendations and managing resources needed to coordinate the work.
  • Responsible for the implementation of all phases of the Paths to QUALITY governing and strategic planning committee work at the State Level;
  • Perform other duties as assigned.

What You'll Need for Success:

Bachelor degree in Early Childhood Education, Adult Education, or related field is requried; Masters degree preferred.

  • Experience leading a team of professionals.
  • Solid experience in project and budget management.
  • Deep and broad foundational knowledge of early childhood initiatives, programs, and systems.
  • Demonstrated ability to communicate in a collaborative manner with colleagues and partners at all levels, from front-line employees to executives and external representatives.
  • Ability to provide leadership and build consensus as part of a strategic planning team and to maintain cooperative and effective working relationships
  • Demonstrated ability to design and implement systems anchored by research and analysis of current practices, structures, protocols, and documentation, identifying needs and issues, and facilitating collaboration
  • Ability to analyze potentially complex situations and make data driven decisions
  • Excellent attention to details
  • Ability to see the big picture and to work collaboratively with other early childhood and out to school time stakeholders

This role provides direct supervision for one or more staff members.
