About the Indiana Department of Homeland Security:

The Indiana Department of Homeland Security (IDHS) leads Indiana's emergency planning and operations, first responder training and fire and building safety.
The Indiana State Fire Marshal leads the Division of Fire and Building Safety (within IDHS), which oversees the enforcement of building codes and includes a fire investigations unit.
The agency certifies and trains thousands of first responders and also hosts state-level exercises each year.
IDHS also supports the state Emergency Operations Center (EOC), which leads response and coordination efforts for large-magnitude incidents.

Pay for this position will be commensurate with Education and Experience.

About the Job:

The Critical Infrastructure and Logistics Planning Manager (CILPM) and is responsible for all state planning development and maintenance services related to the assigned emergency management threat and hazard-specific areas of expertise and job specific discipline.
These include state planning services related to the following emergency management areas:
Critical Infrastructure (CI), Logistics, Mass Evacuation, Transporation Security, Debris Management, Damage Assessment, Building Emergency Assessment and Monitoring, Emergency Communications Operations and Interoperability, Emergency Communications Plans, Emergency Alert System Plan, Water Shortage, State and Local Aviation Operations and Support, Energy Assurance and Energy Restoration.

A Day in the Life:

The essential functions of this role are as follows:

Develops comprehensive strategic, operational and technical guidance and reviews, revises or re-writes existing emergency plans and composes new, superseded and replaced plans following technical guidance and using the Federal Emergency Management Agency's (FEMA) six-step planning process.

Manages, reviews and incorporates strategies for identifying and priorizing essential functions and resources before, during, and after incidents.

Establishes consistent performance metrics, including defining short and long-term CI and Logistics goals and objectives maintenance schedules and forcasting of budgetary requirements.

Prioritizes implementation plans, promulgates best practices, and facilitates consistent cross-agency continuity evaluations.
Maintains an organized repository of all state CI and Logistics plans.

Coordinates with staff members regarding training and execution of tabletop, functional, and full-scale exercises for developed plans; serves as a controller, evaluator or facilitator in exercise events.

Assists with review and preparation of CI and Logistics continuity plans and procedures; assists in developing scenarios and scripts for validating continuity plans through testing, training and exercise.

Ensures all plans follow IDHS standardized emergency plan format and are developed in accordance with federal, state and local doctrine, laws, policies, procedures and ordinances.
All plans must meet Emergency Management Accreditation Program (EMAP) accreditation standards and docmentation provided to EMAP coordinator.

Prepares After Action Reports (AAR) based on the nature of the incident or exercise.

What You'll Need for Success:

Bachelor s Degree from an accredited college or university in Civil Engineering, Logistics, Law Enforcement, Emergency Management, Resources Management, Fire Science, Environmental Science, Public Safety/Administration or experience as a program/project manager in public safety, emergency management, military or closely related area or a combination of education and experience.

Complete FEMA Professional Development Series and applicable FEMA position-specific courses within six months of hiring.

Attain at least one of the following emergency management certifications:
Professional Emergency Manager (PEM), Associate Emergency Manager (AEM), or Certified Emergency Manager (CEM).

Positive and collaborative oral and written communications skills that foster relationships with diverse internal and external stakeholders including state, federal, and community-based organizations.

Must possess strong organization skills, ability to establish priorities, meet deadlines, handle last-minute changes and multiple tasks.
Ability to be an accountable leader and/or member of a team.

Ability to gather and analyize data and information and prepare professional-level plans, reports, procedures, and other written correspondence in a time-constrained environment.

Knowledge of principles and practices of emergency management planning and response, including techniques for coordinating activities of multiple organizations simultaneously.

Understanding management and organization principles in order to make recommendations aimed at improving organizational continuity effectiveness.

Understanding of FEMA doctrine, laws, policies and procedures at the federal, state, and local levels regarding areas of responsibility in emergency prevention, protection, mitigation, response and recovery.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
