This position traditionally starts at an annual salary of $37,778. Salary for this position may be commensurate with education and job experience.

About the Job:

The Program Director provides administrative and programmatic support in planning, developing, implementing, and evaluating Chronic Disease, Primary Care, and Rural Health programs.

Provides technical interpretation and assistance to internal and external personnel and assures compliance with grant provisions.
Serves as a resource for program managers and external entities seeking grants and contracts related to rural health and hospitals, community health centers, and local health departments.
Focus is on tasks related to applying and adapting health education principles and practices for grantees and contractors and refining the business processes related to grant coordination to include:
development of internal and external funding documents (i.e. financial status reports and semi-annual progress reports) required by state and federal agencies and entities that provide grant funding; budget tracking; and, evaluation of deliverables leading to positive outcomes.

A Day in the Life:

The essential functions of this role are as follows:

  • Establishes and employs a process for developing program contracts and grants including developing timelines to reflect benchmarks in the grant writing process, generating internal agency and state documents, establishing hard copy files as well as electronic files and communicating with vendors or local health departments regarding invoicing ISDH.
  • Oversees grants/contracts for expenditures, payment for services by IDOH in a timely manner, and compliance with grant requirements.
  • Makes recommendations to Director of the Office of Primary Care and Rural Health about issues of compliance with respect to grant-funded activities as they related to state purposes, policies, and regulations.
  • Provides technical assistance to grantees/contractors related to contract management and best practices.
  • Develops/ maintains a centralized grant and contract document repository.
  • Serves as a program representative in contracting and finance matters with contractors and grantees.
  • Works with the Division Director to develop, implement, and evaluate grant programs and funding distribution.
  • Monitors grant opportunities and drafts letters of support for grant applications.
  • Attends rural health conference and other health related meetings, workshops, and conferences
  • Writes health-related grants and others as determined by the program.
  • Assists in establishing program goals and objectives through application of public health practice and methodology.
  • Acts as a liaison and resource for individuals and/or agencies or organizations seeking potential grant awards or contracts

  • Broad knowledge of public health including health education, grant coordination, and their oversight processes
  • Knowledge of programs, program coordination, and administration as it relates to the local, state, and federal levels
  • Understanding of local, state, and federal government agency purposes as related the various programs
  • Awareness of private sector processes as they pertain to the program
  • Ability to research, interpret, and apply rules, regulations, and procedures that apply to grants
  • Communicate in both oral and written form in an effective and positive manner
  • Formulate presentations in a clear, concise manner
  • Work independently as well as with a team
  • Ability to anticipates challenging situations and skillfully works to resolution
  • Prioritizes work assignments and plans workflow accordingly

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
