Salary:

This position traditionally starts at an annual salary of $47,736. Salary for this position may be commensurate with education and job experience.

About the Job:

This role serves as Director of the Division of Weights and Measures at the Indiana Department of Health. This individual administers the State's weights and measures program which covers vehicle scales, gasoline pumps, liquified petroleum gas metering devices, and wholesale and retail packaging weight or volume measuring devices. This person also administers the State's octane testing and sanitary bedding programs, and directs the State's metrology laboratory. By law the incumbent also closely supervises the activities of local weights and measures agencies (counties/cities). They enforce laws and rules applicable to the above areas and assists local weights and measures officials in matters of unusual complexity or common or questionable jurisdiction. This role utilizes education, field training, consultation, and coordination of effort with local weights and measures agencies to accomplish Division goals.

A Day in the Life:

  • Sets long range goals and priorities for the Division and modifies short range goals to meet changing demands;
  • Assigns work to Division staff and monitors those assignments;
  • Prepares Division budgets; annual reports, etc.;
  • Oversees two dedicated budgets and orders equipment and supplies based on operational needs and priorities.
  • Maintains the Division's fleet of seven weights and measures testing vehicles and five testing trailers;
  • Maintains the Division's metrology laboratory in accordance with standards for certification/recognition established by the National Institute of Standards and Technology (NIST);
  • Prepares proposed Division out-of-state travel as training needs arise;
  • Provides written or verbal instructions to Division staff concerning technical and administrative information or changes;
  • Reviews work of Division staff to insure quality, accuracy, and conformance with agency and Division goals, objectives, applicable rules, and technical requirements;
  • Updates or develops proposed administrative or technical guidelines, rules, policies, and procedures and submits them to management for approval;
  • Makes recommendations concerning amendments to local weights and measures ordinances;
  • Designs and conducts courses and in-service training sessions for Division staff, and local weights and measures inspectors to ensure compliance with State rules for weighing and measuring devices;
  • Consults with and advises local officials and local weights and measures inspectors regarding development and administration of their weights and measures programs and resolution of weights and measures problems not covered by rule;
  • Interviews, conducts written and oral examinations of, and approves or disapproves appointment of, prospective local weights and measures inspectors;
  • Approves or disapproves dismissal of local weights and measures inspectors;
  • Enforces weights and measures, octane rating, and sanitary bedding laws and rules;
  • Assists State and local police and prosecuting attorneys where surveillance or metrological testing is needed;
  • Occasionally testifies in administrative hearings and courts of law about conditions of regulated facilities; also testifies on the principles of metrology in question;
  • Participates in the development of national weights and measures standards which set tolerances for weighing and measuring devices and for testing and installation of such devices;
  • Makes recommendations to management for hiring, promotions and disciplining of Division employees;
  • Completes annual and special performance appraisals of Division employees, as needed.

What You'll Need for Success:

  • Thorough knowledge of construction, operation, maintenance and testing of weighing and measuring devices;
  • Thorough knowledge of environmental and public health principles as they pertain to sanitary bedding issues;
  • Thorough knowledge of Indiana's octane testing, sanitary bedding, and weights and measures laws and rules;
  • Thorough knowledge of the metrology laboratory;
  • Ability to supervise Division staff;
  • Thorough knowledge of legal requirements for collection and preservation of evidence;
  • Thorough knowledge of the Department of Health organization, its functions, and its policies and procedures relating to Division programs;
  • Ability to establish program goals and objectives and to plan and coordinate varied and changing operations to meet seasonal needs and changing demands;
  • Ability to direct, plan, coordinate and administer State and local weights and measures programs;
  • Analytical and problem solving skills sufficient to evaluate and resolve State and local weights and measures problems;
  • Ability to supervise and instruct subordinates in enforcing weights and measures, octane testing, and sanitary bedding statutes, rules and ordinances;
  • Ability to analyze collected data, and to prepare complete and logical reports in support of administrative or court action;
  • Ability to communicate effectively, both orally and in writing, to individuals or groups;
  • Knowledge of existing federal and local weights and measures programs and services;
  • Knowledge of local government operations which can affect local weights and measures programs;
  • Ability to establish harmonious relationships with our varied customers, related consultants, industries and suppliers, and with local, public and private agencies;
  • Ability to work with officials from other states in developing uniform specifications and rules for weighing and measuring devices;
  • Must possess a valid Indiana driver s license and be able to travel.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
