This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Employee will serve as a Industrial Engineer within theVeterans Engineering Resource Center (VERC), at the Richard L. Rodebush VA Medical Center, Indianapolis, IN. This position leads transformative quality, safety, effectiveness, and efficiency improvement efforts. Duties include, but may not be limited to the following:
Participates in (entry to mid-level) or lead and organize (full performance level) national, regional, and health care system quality, performance and informatics improvement efforts.
Participates in (entry to mid-level) or plan and conduct (full performance level) studies directed at reducing errors.
Participates in (entry to mid-level) or conduct (full performance level) studies to address complex problems in healthcare quality, safety, effectiveness and efficiency.
Participates in (entry to mid-level) or plan and conduct (full performance level) analytical studies of management functions in support of improvements in organizational structure and staffing level efficiency.
Participates in (entry to mid-level) or lead (full performance level) efforts to use information to improve quality, safety, effectiveness and efficiency.
Provides instruction to others on industrial engineering principles and tools through formal classroom instruction, small group mentoring, and/or leading improvement workshops.
Partners with academic researchers in multiple research/improvement projects, including but not limited to, preparing research results for publication, compiling and disseminating research findings and supervising graduate students and fellows.
NOTE: This is a TERM appointment (not-to-exceed 13 months). Term appointments are non-status, nonpermanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition.

GS-7: One year of specialized experience, equivalent to the GS-5 grade level in the Federal service.
Specialized experience includes: participating in transformative quality, safety, effectiveness or efficiency improvement efforts; experience inputting, extracting and updating information contained in computerized data systems; and using a number of standard scientific and engineering principles/methods/ practices.
OR One year of graduate-level education directly related to this Industrial Engineering position.
OR Superior Academic Achievement at the GS-7 level: (SAA) at the baccalaureate level in a professional engineering curriculum. OR Two years of progressively higher level graduate education leading to a master''s degree or a master''s or equivalent graduate degree in a field of study directly related to this position.
OR Equivalent combinations of experience and education as described above fully meets the requirements.
OR Combination of superior academic achievement and 1 year of appropriate professional experience.
OR Completion of a 5-year program of study of at least 160 semester hours leading to a bachelor''s degree in engineering plus 1 year of appropriate professional experience.
GS-11: One year of specialized experience, equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: working in a healthcare environment leading/directing transformative quality, safety, effectiveness/efficiency improvement efforts; designing and conducting process improvement studies; preparing project papers, staff reports and briefings; devising solutions to resolve issues/problems; providing significant and innovative recommendations for advancing programs; applying quantitative/qualitative analytical and evaluative methods to assess program development and execution; and instructing others on industrial engineering principles.
OR Three years of progressively higher level graduate education leading to a PH.D. or a PH.D. or equivalent doctoral degree in a field of study that provided the knowledge, skills, and abilities necessary to do the work of the position (Industrial Engineering) .
OR Equivalent combination of experience and education meets the total requirements of the position.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
