Responsibilities
Policy development Solve challenging policy problems around health care and medicines costs, innovation, quality improvement, sustainability, and financing and create policy positions and key messages for specific topics; identify and develop data and evidence to support company positions, working in collaboration with colleagues within GPP, regions and affiliates and related functions (Global Patient Outcomes and Real World Evidence, Global Regulatory Policy, Corporate Affairs and International Government Affairs).
Research and strategic policy concept development Create research agenda for internal (in-house) and third party contract research; develop novel policy strategies designed to support Lilly market access in both public and private markets.
The focus of this work will be on access to medicines, R&D policies, intellectual property and other related topics, and the application of such policies in emerging markets that are driving toward universal coverage.
Policy analysis and strategic planning Monitor and analyze the pharmaceutical and larger health care policy environment in order to anticipate issues and customer needs; identify and map critical policy stakeholders engaged in key debates; assess relative importance of legislative and policy activities to guide business decisions; develop multi-year policy advocacy strategies, working with representatives from business units and across Corporate Affairs globally.
Trade association engagement Participate in industry policy and research agenda development via major trade associations in conjunction with Lilly colleagues also engaged in such activities.
Basic Qualifications
Masters degree in public policy, public administration, political science, economics, or public health, or a law degree.
Three to five years of relevant work experience in health care public policy and/or applied policy (the pharmaceutical industry, trade association, government, stakeholder organization, or payer organization).
Qualified candidate must be legally authorized to be employed in the United States. Lilly does not anticipate providing sponsorship for employment visa status (e.g., H-1B or TN status) for this position.
Additional Skills/Preferences
Direct work experience on emerging markets.
Additional work in a science field may substitute for part of experience requirements.
Demonstrated effective leadership and influence skills.
Demonstrated ability to create internal and external networks.
Ability to develop business cases for project proposals and develop research project requests for proposals (RFPs).
Demonstrated project management skills.
Strong oral presentation skills.
Fluency in second language.
Strong quantitative analysis skills, including statistics, decision analysis, and economic modeling, and the ability to interpret and communicate complex quantitative data in clear, concise language and lay terms.
Knowledge of public and private health financing, insurance models and recent trends in health systems reforms globally.
Demonstrated ability to conduct critical and strategic analysis of policy and legislative proposals from multiple points of view and craft effective supporting or opposing arguments based on the companys position.
Experience working in, or with content directly focused on, major global pharmaceutical markets.
Ability to work collaboratively and build strong relationships across geographies and cultures with regional and local field staff and internal business partners.
Ability to build working relationships through virtual channels.
Excellent written communication skills are critical for this policy work.
Writing samples are required.
English language fluency.

Global Public Policy (GPP) Mission:
Through research, analysis, collaboration, and engagement, GPP develops positions on key issues and provides sound information to help Lilly shape public policy in ways that support improved health outcomes, increase incentives for investment in pharmaceutical and life sciences innovation, and contribute to positive health system change.
The policy consultant is part of a team addressing global public policy strategy, research, and engagement across multiple topics. Issues include pharmaceutical pricing, reimbursement, and access, health technology assessment, biosimilars, health financing and health system design, and other topics critical to maintaining an innovation ecosystem that supports continued development in life sciences and pharmaceuticals.
This position is not permanent. It is for a fixed duration for up to 4 years.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
